Well a couple of months ago I played skyrim and fallout 4 on gamepass and I could mod them including script extender. The games got put in Program Files\ModifiableWindowsApps after I enabled modding for them, the directory is STILL on my pc as proof And the games showed they could be modded in the description.

What would y’all recommend? Depending on how decent your PC is, definitely get skyrim on steam, mods If you should choose to get are completely unrestricted in my experience any playlist of mods will usually crash on xbox but If mods do not bother you probably console being free for the regular version or cheaper for the new one. Definitely steam.
Update:SKSE will need to be updated to support this new version, it will also need to be modified to load with SkyrimLauncher.exe. Skyrim’s new Game Pass executable is 1.5.111, while the steam version of the game is 1.5.97.
